发达、高等教育质量最高的南非，也依旧规定其“国家学生财政资助计划”（National Student Financial Aid Scheme）受资助人必须是南非本国公民。[22]那些经济更为落后、连为本国学生供给高等教育的能力都严重匮乏的国家，就更不可能真正做到资源开放了。在现实主义看来，这是不可避免的。南部非洲整体的欠发达现实进一步加剧了这种“貌合神离”。这或许将成为阻碍南部非洲高等教育区域一体化的最大阻力，也是我国在“一带一路”倡议框架下开展中非教育合作时需要特别注意的一点。
